The Indonesian government is taking a bold step to address the issue of overdue contributions to BPJS Kesehatan, the Social Security Administering Body for Health. In a recent announcement, Minister of Human Empowerment Coordinating, Muhaimin Iskandar, revealed that the government plans to waive these arrears, bringing much-needed relief to participants.
But here's where it gets controversial: the waiver will be implemented through a re-registration process, which means participants must take action to benefit from this initiative. Cak Imin, as Muhaimin is affectionately known, emphasized the need for preparation, stating that participants will become active again with their overdue contributions waived after re-registration.
This move is a significant development in the ongoing efforts to improve access to healthcare services in Indonesia. The government's decision to take over the overdue contributions is a testament to its commitment to ensuring that citizens have access to essential healthcare, especially those who have fallen behind on their payments.
However, there are some conditions attached to this waiver. It primarily targets independent participants who have switched to Beneficiary Recipients (PBI) participants, which are less fortunate individuals whose contributions are fully covered by the government. Additionally, the beneficiaries of this waiver include Non-Wage Workers (PBPU) whose contributions have been covered by regional governments.
The government aims to make this waiver targeted and efficient by using decile measurements and the National Single Social and Economic Data (DTSEN). There is also a possibility of extending similar facilities to independent class 3 participants, although a decision on that front is yet to be made.
Ali Ghufron Mukti, the President Director of BPJS Kesehatan, explained that this waiver is a way to ensure that participants can access BPJS services without abuse. He emphasized the need for those who are financially capable to continue paying their contributions.
According to Ali, there are still 23 million participants in arrears, with a total value exceeding Rp10 trillion. This initiative aims to provide a fresh start for these individuals and encourage them to actively engage with the healthcare system.
